No, they could not have. This reads like you’re stuck on the first dictionary definition of the word nominal that you read. Definitions differ based upon context.

If you click “additional definitions and languages” when you Google a word, it’ll show things like this:

I guess let us know when you start engineering electric vehicles. Nominal ratings are not arbitrary, they have to be valued, and they can’t be named nonsensical things which don’t indicate a value. Pretty simple stuff unless one is looking to rub rocks in an effort to sound like an authority on the topic.
