They do that because giving money to the beggar causes more begging. Give money to one beggar and tomorrow there are three beggars in that area. And begging is super annoying to them. If nobody gave them money, they wouldn’t be there begging. And they know that. And that’s why they are upset at you.
I’m not having a political discussion here or advocating for one thing or another thing, I am simply explaining why those folks were upset.
