Nope, regular 100% manual bicycles donāt need anything.
Ebikes also donāt need insurance UNLESS they can push you faster than 6km/h without you pedalling.
Ebikes here only have push assist up tk 25km/h
Can your ebike push you faster than 6km/h without any human power = needs insurance.

In our case, our government is working on making laws about PEVs because there are a lot of those cheap Chinese bikes that look like moped. It goes like 25 -30 kmh but the users are stupid and donāt know traffic laws, really dangerous. Bad press for personal electric transportation, i am happy noone died yet that would be really bad for PEV in general.
Last time I was drinving at night when one of those bikes came quite fast in the bike lane on the opposite side of the road, and I am not kidding the lady was carrying a baby in one arm and breastfeeding at the same time. I was thinking WTF??!!

A saw a cool hack that used a magnet on the outside of the bike aligned with the hall sensor to somehow make it go into a legal mode when the magnet was removed.
Looked very sneaky.

Yeah- 77 International Scout II (Rallye edition) - itās getting tough to find one for less than like $10k!
Theyāre badass though- I fixed up my first one in high school and have been obsessed ever since
havenāt had one for almost 10 years now so Iām stoked.
This oneās about to get some rusty panels replaced for the floors, fenders, body mounts, etc. Hopefully Iāll have a beach runner by summertime
