what if you fill up the holes with epoxy, than fix the angle riser to the deck and drill new holes in the riser?

hm, ok, no that will not work as well… ignor me…

Yep, unless you drill your deck, you bolts will bend when you attach your baseplate. Not ideal, but it’s possible.
