Where to buy 10mm speed rings?

Hey guys I’m in need of 10mm speed rings. Need something that has a 12mm OD and a 10mm ID so it only pushes up against the inner part of the bearing rather than the full thing like a washer does since a washer has a bigger OD.

Are you sure the inner race is only 1mm thick?
