If the rest of the pulley is flawless I wonder if someone could buy a slightly larger bearing and lathe it to a perfect fit. It would have to be a very small OD increase so you wouldn’t remove too much material.
Same idea but possibly would be easier if you had a lathe to just enlargen the pulley hole. Doesn’t looks like you could make it much bigger but 2mm diameter more maybe.

They sent me one pulley for inspection. The pulleys might actually arrive today. It got picked up from HK on the 11th… This has to be the quickest packaged ever received
