My interpretation is the speed that the motor turns freely vs the speed it turns while you’re on the board.

No, it’s like a horse with/without a rider.
with rider = loaded
without rider = unloaded

Obviously the rider slows the horse down because it has more weight to carry. It’s as simple as that.
