first check for shorts just measure the pins from ground with a multimeter just check with Continuity. If there is no short you can try to bootload the mcu with new bootloader. Just plug the vesc to a 12v supply or so after and before flashing, while flashing you dont need external power. If bootloader didnt help its hardware! EDIT: Didnt read the whole thread, yeah its hardware for sure.
