yeah mine’s doing that too. Guess some things were reset in the notifications during the upgrade.

The issue was the Babble plugin. It has been disabled for a long, long time now but apparently its very presence is a threat to the proper behavior of notifications.
Babble has been completely removed from the system and the system has been rebuilt again.
to be clear, there was no privilege modification, but everyone was being notified of everything and there was no way to dismiss it.
