I was Having similar issues turned out to be battery voltage was low and my vesc setting wouldn’t let it turn on due to the voltage in my battery being below or at the cut off point! And my charger was fried at the same time “when it rains it pours lol” ended up bypassing my bms 
and it turned on finally I’m a total noob but not to electronics and tinkering! just thought might be something to look into!
