You don’t need to power up the board, just put the Multi-meter in diode check mode (or resistance) and put the Black lead on the GND and the red on 3,3V , you should ear a beep or the resistance should show 0ohm.

2ohms or less usually means little or no resistance and calls for a short to ground. In this case, something on that circuit is dead
