Not sure what DMM you’re using but the accuracy are usually shite on that small values even on the very expensive ones. Do you have a very accurate DC supply to verify current draw? (preferably recently calibrated)

EEVBlog did a review of the multimeter, and the measurements corroborate theoretical calculations.

I.e. quiescent current specifications from datasheets, and a measurement of MCU active time.

I can also verify it by measuring the voltage across a 100 ohm resistor.
